Per the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, the National Science Foundation (NSF) has issued new requirements for the disclosure of funding sources in applications for federal research and development awards. Biographical sketches and current and pending documents are required disclosure documents on NSF applications for all PI, Co-PI, and other senior personnel, effective January 30, 2023, with the adoption of the NSF 23-1 Proposal and Award Policies and Procedures Guide (PAPPG) they will require the following:
- That each covered individual listed on the application
(A) disclose the amount, type, and source of all current and pending research support received by, or expected to be received by, the individual as of the time of the disclosure;
(B) certify that the disclosure is current, accurate, and complete; and
(C) agree to update such disclosure at the request of the agency before the award of support and at any subsequent time the agency determines appropriate during the term of the award - The certification will be included in both SciENcv and the NSF-approved, fillable format for proposals submitted or due on or after January 30, 2023.
- The use of SciENcv for the preparation of biographical sketches and current and pending documents will be required by NSF effective October 2023.
As of this date, new NSF-approved templates and SciENcv updates to include the certification have not been made publicly available. These will be mandatory on new proposal submissions in Research.gov starting January 30th.
