The following is issued as a clarification to an article that first ran in the July-August 2009 edition of the Research Administration News regarding Graduate Student Enrollment Fees:
F&A should not be charged on graduate student enrollment fees when the award is Federal and should be excluded from the calculation of the Modified total Direct Cost Base (MTDC). If, however, the award is non-Federal and is not specifically disallowed by the sponsor, F&A can be charged on the fees. Additionally, any fees charged should follow the level of effort proposed on the project and prorated to match that effort.
