Extension to Cost Transfer

As typically occurs with an implementation similar to Compass, the impacted faculty and staff have been required to learn new systems and processes. At times during the period following the implementation of Compass on 9/1/2009, the data and/or systems required review, evaluate, and process grant activity have not been consistently available. With consideration to these issues as well as the issues inherent in adjusting to a new system, we are issuing extensions to the limitations within Emory’s Cost Transfer policy and to the normally scheduled effort reporting deadlines. Emory’s cost transfer policy states that cost transfers must occur within three calendar months from the end of the month in which the original charge occurred. the policy in its entirety can be accessed <a href=”policies.emory.edu/7.19″>here</a>.

Upon additional review of the challenges faced in sponsored programs administration during the period following the implementation, we are further extending the deadlines as follows:

Salary and Non-salary Cost Transfers:

If the original charge occurred between July 1, 2009 and December 31, 2009, the transfer must be completed by June 30, 2010. If the original charge occurred prior to July 1, 2009 or after December 31, 2009, it is fully subject to the University Cost Transfer policy.

Effort Reporting Deadlines:

Effort reports for the period September  – November 2009, December 2009 – February 2010, and March – May 2010 will be extended. The due date for these certifications will be announced in the upcoming weeks but will not be prior to June 30, 2010.

Please note that the transition to new financial and grants management systems is a very unique occurrence. Extensions to the cost transfer and effort reporting deadlines should not be anticipated to occur in the future.
