NSF has provided their revised Proposal & Award Policies & Procedures Guide which can be accessed at http://www.nsf.gov/pubs/policydocs/pappguide/nsf15001/index.jsp. The PAPPG continues to include documents that provide guidance for grant proposal preparation and submission as well as for monitoring and managing awards. These revisions will implement recent policy, procedural, and electronic changes including but not limited to the following:
- Changes to Administrative Requirements, Cost Principles, and Audit Requirements resulting from the implementation of Uniform Guidance;
- The implementation of NSF’s new financial system (iTRAK);
- The modernization and expansion of the status matrix;
- Additional compliance checking regarding the type of proposal mechanism;
- Expansion of the budget justification section to reflect that each subaward must include a separate budget justification of no more than three pages;
- New coverage on the Ideas Lab funding mechanism;
- Description of new prior approval requirements.
The implementation of the Uniform Guidance and other important revisions has resulted in extensive changes to PAPPG which becomes effective December 26, 2014. To ensure a successful implementation of this and updated guidance documents from other federal agencies (scheduled to be available on 12/26/14), several working groups have been formed within Emory. These groups are currently reviewing these changes and determining the impacts for Emory.
