Minnesota EHR Consortium: A Federated Data Network to Inform State and Local Policy and Practice - January 20, 2026
This StARS Center special Learning Collaborative webinar focuses on the Minnesota EHR Consortium, a federated EHR network of the largest health systems in Minnesota, several state agencies, and local public health departments. Data have been harmonized across Minnesota in the Observational Medical Outcomes Partnership (OMOP) Common Data Model (CDM) to produce statewide estimates without a central data repository. Multiple data partners contribute to the model and their administrative data are cleaned and standardized within the common data model framework. Presented by Tyler Winkelman, MD, MSc, this presentation describes how the network functions, how projects inform policy and practice, and potential opportunities for scalability across states.

The Long-Term Care Data Cooperative - November 5, 2025
This StARS Center special Learning Collaborative webinar focuses on the Long-Term Care Data Cooperative, a project that is assembling electronic health record data from assisted living and skilled nursing facilities who voluntarily join. The data cooperative’s goal is to provide data that will help evaluate policy changes, care practices, and other interventions. When linked with CMS claims data, the data cooperative will be able to track care utilization before, during, and after a stay in either long-term care setting. In addition to describing the cooperative, the program will highlight its value in dementia program evaluation and comparative effectiveness studies.
