Make sure to Preview Workflow before you Save and Route. Previewing Workflow will ensure that everyone that SHOULD be listed as an Investigator (certifier), Approver, or Reviewer is listed. the only way to add someone at the GM certification stage and actually have them certify is to restart workflow. All Principal Investigators (PIs), Multiple Investigators (MPIs), Co-Investigators (COINs), Co-Principal Investigators (COPI), and Mentor/Sponsor (MENT) should CERTIFY not APPROVE the proposal.
