Checking Public Access Policy Compliance for Publications using My NCBI

Starting in the spring of 2013 the NIH will delay processing of non-competing continuation grant awards if publications arising from that award are not in compliance with the NIH public access policy. The award will not be processed until recipients have demonstrated compliance. This change will take effect in tandem with NIH requiring the use of the Research Performance Progress Report (RPPRs) for all Streamlined Non-competing Award Process (SNAP) and Fellowship awards in the Spring of 2013 (see NIH NOT-OD-12-142)

eRA commons has partnered with the National Center for Biotechnology Information to link NCBI’s personal online tool, “MyNCBI” to Commons. My NCBI offers an online portal-“My Bibliography”-for users to maintain and manage a list of all their authored works, such as journal articles, manuscripts accepted for publication, books and book chapters. Linking an eRA commons account to a new or existing My NCBI account allows: references saved in My Bibliography to automatically appear in users’ Commons accounts, for the user to see which publications are in compliance with NIH’s public access policy, and to associate funding with your publications.

Linking My NCBI and Era Commons accounts:
1. Go to the NCBI site: https://www.ncbi.nlm.nih.gov and click on Sign in to NCBI(top right)
2. If you do not have an account, register for an account
3. Access the Accounts setting page. To do this click on the Hyperlink of your name at the Top Right
4. Go to “Linked Account”: and click on change
5. Under “ALL Available Partner Accounts Select”: NIH & eRA Commons
6. Login into your eRA commons account to link the accounts.

Checking the Compliance of your articles
1. From the My NCBI page, go to “Manage My Bibliography”
2. Click on “Display Settings” at the Top left
3. On the Pull down Menu select under “View” select “award” and under “Sort By” select “Public Access compliance.”
4. A green Dot in front of the article citation means the article is in compliance. A yellow dot means “In process”. Finally, a red dot means the article is not in compliance with the NIH’s public access policy.
Associating Funding to your Publications
Assign Awards is a My Bibliography feature that is used to associate or disassociate grants to citations.
• To associate individual citations to awards, click the “Add award” link and select the pertinent award(s) id (s) from the list presented to you, and click “Save & Close.”

• To associate multiple citations with awards at once, select the citations you wish to associate to awards and click the “Assign Award to Citations” button. Choose the pertinent award(s) id (s) from the list presented to you under “My awards” and click “Save.”
Creating an Award Compliance Report PDF for your Bibliography
To create a report in PDF format for your bibliography:

• Go to My Bibliography and under “Display Settings” select the Award view

• Select the filter “Linked to my Awards” to limit results to publications linked only to your awards

• Select the citations that you wish to include in your report by checking the boxes next to your publications, or click “All” to select all citations

• Click the button PDF Report

• On the pop-up window enter your First, Middle, and Last name as well as a starting page number. Click “Download PDF”
