The Epidemiologist III performs highly advanced (senior-level) research and epidemiological work in the Maternal and Child Health Epidemiology (MCHE) Unit within the Maternal and Child Health (MCH) Section within the Community Health Improvement Division. Reports to the Surveillance and Data Analytics Manager under minimal supervision with extensive latitude for the use of initiative and independent judgement. Serves as a lead investigator for MCH surveillance and analytics to inform Title V MCH Block Grant programs with a primary focus on the Oral Health Improvement Program. Proposes, designs, and conducts complex epidemiologic studies with large data sets, small data sets, and complex sample survey data to monitor the oral health of children, adolescents, and pregnant women. Uses specialized software, such as SAS, Python, SQL, Tableau, and ArcGIS, to analyze and display data for presentations, reports, publications, and other products. Utilizes advanced statistical software and techniques to automate and simplify routine data tasks. Develops and maintains complex, detailed scientific protocols and operational manuals on all projects. Identify opportunities for the use and distribution of program data to internal and external stakeholders.

The Research Specialist V performs highly advanced (senior-level) research work in the area of maternal and infant health. Work involves serving as the Texas Pregnancy Risk Assessment Monitoring System (PRAMS) Coordinator and liaising with the Centers for Disease Control and Prevention (CDC) as it relates to survey development, sampling, data collection, and analysis. Develops and revises the PRAMS data collection protocol and performs contract oversight of all data collection activities. Oversees the preparation and submission of the CDC cooperative agreement applications and progress reports to the CDC. Prepares and submits all DSHS Institutional Review Board (IRB) documents related to the PRAMS project. Monitors how PRAMS data are being analyzed and disseminated by agency staff and other partners. Generates research articles for scientific publication, as well as papers, reports, and presentations for in-house distribution and to support program management and other DSHS or state agency activities utilizing PRAMS data. Acts as a subject matter expert as it relates to complex sample survey design and analysis. Work is performed under minimal supervision with extensive latitude for the use of initiative and independent judgement. The Epidemiologist II performs advanced (senior-level) epidemiological work in maternal mortality and morbidity. Work includes serving as a lead investigator for performance evaluation and data management of maternal health and safety bundle initiatives (e.g., TexasAIM). Computes maternal health outcome measures for evaluating hospital progress in implementing maternal safety bundles designed to reduce maternal morbidity and mortality. Probabilistically links birth certificate and delivery hospitalization data to monitor severe maternal morbidity trends for ongoing Maternal Mortality and Morbidity Review Committee (MMMRC) study and reporting. Leads the study of hospital performance based on maternal levels of care designations, including measure computation and analysis. Develops and maintains complex, detailed scientific protocols and operational manuals on all projects. Prepares articles, papers, and reports for publication, in-house distribution, and to support program management and other DSHS activities. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Surveillance and Data Analytics Manager in the Maternal & Child Health Epidemiology Unit.
