Department: Obstetrics & Gynecology

Responsible for all aspects of research projects and research facilities. Plans and conducts clinical and non-clinical research; facilitates and monitors daily activities of clinical trials or research projects. Directs engineering and technical support activities to develop and maintain tools and computational methods needed to gather and analyze data.

Conducts data investigation, including data wrangling, cleaning, sampling, management, exploratory analysis, regression and classification, prediction, and data communication. Implements foundational concepts of data computation, such as data structure, algorithms, parallel computing, simulation, and analysis. Utilizes knowledge in game theory, statistical quality control, exponential smoothing, seasonally adjusted trend analysis, or data visualization to gain insights, develop new strategies, and cultivate actionable business intelligence in diverse career tracks across the University.
P3: Requires in-depth knowledge and experience. Uses best practices and knowledge of internal or external University issues to improve products or services. Solves complex problems; takes a new perspective using existing solutions. Works independently, receives minimal guidance. Acts as a resource for colleagues with less experience.


Responsibilities
The job uses best practices and knowledge of data manipulation, statistical applications, programming, analysis and modeling in order to implement projects related to the University’s various internal data systems as well as from external sources. The job is responsible for managing operational protocols.
1) Has a deep understanding of methods to analyze complex data sets for the purpose of extracting and purposefully using applicable information. May develop and maintain infrastructure that connects data sets., 2) Guides staff or faculty members in defining the project and applies principals of data science in manipulation, statistical applications, programming, analysis and modeling., 3) Calibrates data between large and complex research and administrative datasets. Guides and may set the operational protocols for collecting and analyzing information from the University’s various internal data systems as well as from external sources., 4) Designs and evaluates statistical models and reproducible data processing pipelines using expertise of best practices in machine learning and statistical inference. Provides expertise for high level or complex data-related requests and engages other IT resources as needed. Partners with other campus teams to assist faculty with data science related needs., 5) Performs other related work as needed.


Unit-specific Responsibilities

1) Perform significant leadership and creative role in the design, development and execution of quantitative studies using observational, quasi-experimental, experimental and simulation designs as appropriate.

2) Manage and develop a team of masters and more junior-level analysts (biostatistics, informatics, public health, MD-trained analysts) and trainees, including providing support, mentorship and duplicating analyses

3) Lead the writing of the study design and analytic components of proposals, manuscripts and other dissemination materials. Prepare tables and figures for manuscripts, abstracts, and other scientific publications, contributing as author or co-author

4) Oversee development, management and integrity of all research databases, including maintaining and documenting source code for reproducibility of research.

5) Oversee and conduct preparation of datasets for analysis

6) Apply high-level research and writing skills in combination with data analysis skills to ensure timely and effective dissemination of study findings.

7) Identify appropriate statistical methods to address research hypotheses and conduct statistical analyses accordingly. Provide statistical analysis and data management for multiple NIH and other funded projects, including randomized controlled trials, longitudinal intervention studies, network studies of information-based and clinical interventions

8) Participate in regular meetings to discuss proposed analyses, share code and analytic approaches, and discuss data and/or methodological challenges as they arise.

The Senior Behavioral Economics Professional work assignments involve moderately complex to complex issues where the analysis of situations or data requires an in-depth evaluation of variable factors.

Responsibilities

Digital Health and Analytics is a new area of Humana, focused on transforming the health experience for Humana members through the use of technology and analytics. We are looking for a Behavioral Economics Professional to assist in transforming Humana into a best in class Test and Learn organization, using both Behavioral Economics theory and Design of Experiment expertise to design rigorous business experiments that will inform Humana’s strategy moving forward.

The Behavioral Economics Professional will work cross-functionally and collaboratively with teams across Humana in the design, execution, and analysis of business experiments, with emphasis on randomized control studies when appropriate. Supervises, guides, and/or instructs the work assignments of subordinate staff. Supervises epidemiologic investigations, surveillance, and interventions with significant impact on public health and the agency`s resources. Supervises the collection, analysis, and interpretation of complex statistical data and the preparation of epidemiologic reports.

DUTIES & RESPONSIBILITIES:
• Supervises and plans work of assigned staff.
• Collects, analyzes, and interprets statistical data and prepares reports.
• Provides training, technical assistance, and consultative services regarding epidemiology and the control of diseases.

MINIMUM QUALIFICATIONS:

California Department of Public Health EIS Fellowship Program, due 11/1

Mission: To prepare epidemiologists for public health leadership positions in California.

Goals:

To provide experience in epidemiology and public health practice during placements with governmental health agencies.
To produce well-trained epidemiologists for employment in California public health agencies.
To assist local health departments in emergency outbreak and other field of epidemiology investigations, if the opportunity arises.
California Epidemiologic Investigation Service (Cal-EIS) is a one- or two-year program for promising but green epidemiologists to gain hands-on experience working with an epidemiologist preceptor in either local or state health departments in California.

Established in 1989 in response to the California Conference of Local Health Officers’ need to employ qualified epidemiologists in California’s health departments, Cal-EIS provides one year of training in applied epidemiology for epidemiologists who have recently graduated from a Master’s degree program. Occasionally, there is the opportunity to extend the Fellowship for a second year.

Cal-EIS takes pride in public health workforce training. It is a unique program; very few states have a training program designed to train Master’s-level epidemiologists.

CDC Spatial Epidemiology and Statistics Fellowship, due 10/28

A research opportunity is currently available with the Epidemiology and Surveillance Branch (ESB), Division of Heart Disease and Stroke Prevention (DHDSP), within the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

The Epidemiology and Surveillance Branch monitors heart disease and stroke patterns and trends through the timely collection, analysis, interpretation, and dissemination of programmatically relevant data.

Under the guidance of a mentor, the selected participant will have the opportunity to gain experience in advanced spatial and spatiotemporal studies of heart disease and stroke morbidity and mortality. These activities may include:

Creating, updating, analyzing and managing very large datasets
Participating in advanced spatial and/or spatio-temporal analyses of heart disease and stroke morbidity, mortality and risk factors using Bayesian and frequentist approaches
Writing summaries of methods, results and interpretations for use in government reports and peer-reviewed articles
Conducting literature reviews
Presenting the results to internal and external audiences, including professional meetings and/or conferences
Anticipated Appointment Start Date: October 28, 2019

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and CDC. The initial appointment can be up to one year, but may be renewed upon recommendation of CDC contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at CDC in the Atlanta, Georgia, area. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits.

Qualifications
The qualified candidate should have received a master’s or doctoral degree in one of the relevant fields, or be currently pursuing one of the degrees and will reach completion by the start date of the appointment. Degree must have been received within five years of the appointment start date.

Preferred skills:

BRFSS and Data Manager position, due 9/20

The Center for Chronic Disease Prevention and Control (CCDPC) is responsible for directing the data team through a dynamic portfolio of projects which facilitate healthy lifestyles for Marylanders, with a focus on diabetes, heart disease and stroke prevention, including data management and the Behavioral Risk Factor Surveillance System (BRFSS) program. This position will report to the CCDPC Deputy Director and be responsible for overseeing and coordinating operations of the data collection and management for all CCDPC activities. This position will manage all aspects of the Maryland BRFSS program, including the program budget and at least one federal grant supporting the program, as well as other surveillance projects (e.g. MENDS).

The BRFSS is a statewide telephone survey that collects data from Maryland adults, regarding their health-related risk behaviors, chronic health conditions and use of preventive health services. This position will evaluate efficiency within data collection and management operations. Based on such evaluations, this position will make recommendations of data use to the department, as well as make recommendations for new policies, standards and workflow procedures. Finally, this position will not only provide timely data to internal and external partners, but will also assist partners in understanding and effectively utilizing surveillance data, in order to successfully share such data with public health programs, policies and decisions.

This position will work collaboratively with other Center staff members to inform programs related to chronic disease (e.g. heart disease, diabetes) and associated risk factors (e.g. poor nutrition, physical inactivity, obesity). This position will be located at the Maryland Department of Health’s CCDPC division.

Minimum Qualifications

Education: A Bachelor’s degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees; overseeing and coordinating the general operations of a unit; applying rules and regulations; or, exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted, on a year-for-year basis, for the required education.

2. Additional graduate level education at an accredited college or university may be substituted, at the rate of 30 semester credit hours on a year-for-year basis, for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations, or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis for the required education and experience.

The purpose of the program is to provide an opportunity to build relationships and foster shared learning among applied epidemiologists. The goal is to promote the exploration of career opportunities in state, local, territorial, and tribal agencies. A previous participant described their experience:

“The mentorship program was really valuable. I developed a great connection with my mentor and really felt that this was time well spent. I was able to think about my next career steps and reflect on my values and goals.”

CSTE membership is encouraged but not required to participate. The estimated time requirement for mentors and mentees is up to two hours per month.

ORISE Opportunity with CDC’s Division of Emergency Operations

FELLOWSHIP DESCRIPTION:

An ORISE Fellowship position exists with the Plans Team within the Plans, Training, Exercise, and Evaluation Branch within the Division of Emergency Operations at CDC’s Center for Preparedness Response. The Plans Team is responsible for applying the National Response Framework in the development of all-hazard preparedness and response plans for the agency. As part of the plans development process, the Plans Team develops, writes, coordinates and publishes CDC plans for all public health responses. The Plans Team is looking for an ORISE Fellow who has an interest in training and education in public health emergency response.

Under the guidance of a mentor, the Fellow will support the following activities of the Plans and IMTDP Teams:

Assist with development of Plans internal processes and SOP development
Assist with development of communication material (e.g., Connects article, marketing, success stories)
Organize and analyzes training data of the National Planners Course and presents results to a variety of key stakeholders

Incident Manager Training & Development Program (IMTDP):

Assist with training and education material development to align future National Planners Course as part of the Responder Education and Leadership Academy

GIS and Data Analysis Specialist

ORGANIZATION
PSE Healthy Energy is a non-profit energy science and policy research institute dedicated to supplying evidence based, scientific information and resources on the environmental, public health, and climate dimensions of energy production and use. Our work focuses on oil and gas development (e.g., “fracking” and enhanced oil recovery), power plants, renewable energy, energy storage, and water and air quality. Our positive, dedicated, and high-functioning team is based out of Oakland, CA.

PSE’s mission is to bring scientific transparency and clarity to energy policy discussions and decisionmaking, helping to level the playing field for citizens, NGOs, the media, policymakers, agency staff and elected officials by generating, translating, and disseminating scientific information. No other interdisciplinary collaboration of physicians, scientists, and engineers exists to focus specifically on issues of health and sustainability at the intersection of energy science and policy.

POSITION
The GIS and Data Analysis Specialist will work with researchers and scientists across all practice areas at PSE. Typical projects may range from demographic analyses of populations living near fossil fuel infrastructure to managing large environmental and health datasets. The role will require being flexible, working with multiple team members, and responding quickly to changing research needs. Specific initial projects will likely include integrating and cleaning large datasets of air pollutant measurements and effluent and groundwater quality data. The ideal candidate will have deep expertise in performing spatial analysis using GIS, operating database management systems, and conducting statistical analyses. The candidate should be self-motivated, willing to adapt to working on multiple projects, ready to bring new ideas to the table, and excited to work in an environment at the science-policy interface where there is always more to learn and there is always a new frame to put on a problem.

ROLES AND RESPONSIBILITIES
Spatial analysis: perform demographic proximity analyses; map environmental, health and energy infrastructure data; create spatial data visualizations for internal and public use; support numerous PSE research initiatives and studies.
Database management and analysis: help clean and manage large health, environment and energy datasets; perform statistical analyses to support research questions; integrate temporal and spatial analyses.


REQUIREMENTS
In addition to an ability to meet the above responsibilities, the position will require:

A Master’s degree or an undergraduate degree with demonstrated experience in Geographical Information Systems, computer science, engineering, energy science, atmospheric science, environmental science, public health, or related field. PhD’s are also welcome to apply.
Experience working with and managing large datasets and statistical analyses
Demonstrated research experience with GIS
