TB Surveillance Epidemiologist, Maryland Department of Health

Main Purpose Of Job

The Prevention and Health Promotion Administration (PHPA)’s mission is to improve the health of Marylanders by reducing the transmission of infectious diseases; helping impacted persons live longer and healthier lives, and protecting individuals and communities from environmental health hazards. The Infectious Disease Bureau works in partnership with local health departments, providers, community-based organizations, public, and private sector agencies, in order to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

The mission of the Center for TB Control and Prevention is to control the spread of tuberculosis in Maryland; prevent new infections, and increase the access to care and treatment for people diagnosed with tuberculosis. This position will be responsible for managing the statewide tuberculosis database for the Center for Tuberculosis Control and Prevention. This position will also be responsible for the collection, compilation and general analysis of tuberculosis data on TB cases, as well as on immigrants and refugees who present a high risk of TB.

This position will be the primary contact with the Centers for Disease Control and Prevention (CDC), regarding monthly data summaries. In addition, this position will be the primary liaison with local health departments, out-of-state health departments and reporting laboratories, regarding TB cases and individuals with latent TB infection (LTBI). Furthermore, this position will serve as a TB surveillance authority within the Center and work with other Center staff to develop appropriate policies and procedures, regarding surveillance data management.

Finally, this position will function as the primary surveillance contact point to CDC and adhere to state and national laws, as well as guidelines and standards specific to data security, patient confidentiality and electronic data management. This position will remain apprised of current literature and issues in these areas of investigation.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience with tuberculosis or other infectious disease surveillance and epidemiology.

CDC, Public Health Data Analysis, ORISE

A fellowship opportunity is available within the Influenza Division (ID) Epidemiology and Prevention Branch of the National Center for Immunization and Respiratory Diseases (NCIRD) at the Centers for Disease Control and Prevention (CDC). ID provides the scientific and programmatic foundation and leadership for the diagnosis, prevention, and control of influenza domestically and internationally.

The selected participant will train under a designated mentor in the Influenza Prevention and Control Team (IPACT), which is responsible for studies describing influenza vaccine effectiveness and studies describing antiviral medication use and effectiveness. The participant will be trained in data management and analysis for several large projects within IPACT including a potential project to assess annual influenza vaccine effectiveness in preventing severe influenza disease. While being trained in this capacity, opportunities may include:

  • Collaborating with IPACT epidemiologists in the development of analytic strategies for assessing the effectiveness of influenza vaccines and antiviral medications, including but not limited to
    • developing, testing, and managing data collection and specification requirements and data collection processes
    • reviewing and summarizing scientific and clinical literature related to analytic strategies or project implementation options
  • Managing the tracking, receipt, validation, and merging of large datasets, including data from multiple sites and epidemiologic, laboratory, and electronic medical data. This includes monitoring data quality and completeness and providing feedback to project sites, designing and maintaining large databases to house data, creating and maintaining database documentation, and generating datasets for epidemiologic analysis
  • Training by IPACT epidemiologists in the preparation of materials required for review of projects by CDC and other institutional review boards (IRBs) for protection of human research subjects
  • Performing statistical analyses for vaccine and antiviral medication effectiveness estimates
  • Summarizing research findings in written reports and presentations (at CDC and local and national conferences); performing primary or secondary technical review of documents; preparing sections of scientific manuscripts for internal and academic audiences; responding to inquiries from partner agencies
  • Coordinating project-related communication with collaborating research institutions including meetings, workshops, and conference calls
  • Problem-solving to optimize data collection (e.g., refining methods for collection of information on influenza vaccination status), data management, and data presentation
  • Travel with a designated mentor to study sites as needed to support the opportunities above

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and CDC. The initial appointment can be up to one year, but may be renewed upon recommendation of CDC contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at CDC in the Atlanta, GA, area. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits.

Anticipated Appointment Start Date: April 2, 2019 

Qualifications

The qualified candidate should have received a master’s or doctoral degree in public health or a related scientific field, including substantial coursework or experience in epidemiology and/or biostatistics with experience in applying methods of linear and logistic regression, or be currently pursuing the degree with completion by July 23, 2019. Degree must have been received within five years of the appointment start date.

Preferred skills:

  • Strong background in statistics and data analysis
  • Experience with vaccines and infectious diseases
  • Experience with SAS and/or R is strongly preferred
  • Experience with Microsoft Access and PowerPoint is preferred

Data Systems Associate, RTI International

Duties and Responsibilities:

Electronic data collection platform management

  • Prepare server for each survey event including uploading questionnaires, adding new users, and clearing out test data
  • Modify Open Data Kit (ODK) questionnaires (XLS and XLM forms) as required for each country
  • Act as liaison with in-country and HQ teams to plan and implement EDC portion of surveys
  • Support country teams to set up mobile devices and troubleshoot data collection issues
 

Survey Data management

  • Monitor data during times when surveys are in the field and issue feedback to countries promptly
  • Create or update data monitoring, data cleaning, and analytical output scripts in STATA or R  
  • Identify opportunities for data analysis and visual analytics to increase efficiency and effectiveness of survey activities both through online and offline tools including GIS software
  • Continually improve database and interface by writing requirements, validating requirements, working with developers as needed, and testing new functionality

EPIDEMIOLOGIST II, Maryland Department of Health

Main Purpose Of Job

This position will support the activities of the Behavioral Health Administration’s (BHA) Office of the Prescription Drug Monitoring Program (PDMP) and Overdose Prevention Applied Data Programs (OPADP) through the advanced level of work providing statistical analysis of a range of State databases to better understand Maryland’s substance use, addiction and overdose trends and to inform the development, implementation and evaluation of State and local initiatives. This position will support both public health surveillance and programs within PDMP and ODADP and across the Division of Health Promotion and Prevention, and will facilitate data interchange between State agencies; use SAS or analogous software to identify trends; develop surveillance reports that visually display and analyze geographic and other surveillance data; provide scientific advice and technical assistance to stakeholders and outside partners with respect to surveillance and other epidemiologic data and evaluation expertise; and analyze data to help develop and evaluate BHA programs and their impact.

Education:    A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.  A copy of your transcript must be attached to the application.

CDC Foundation, Epidemiologist

Description
The CDC Maternal Health Team and CDC Foundation have partnered to implement a project to increase U.S. capacity for collecting and using maternal mortality review data related to pregnancy-associated overdose deaths, in order to help develop a national picture of opportunities for eliminating these preventable maternal deaths. The project will provide support and resources to selected maternal mortality review committees, implement enhancements to the CDC developed Maternal Mortality Review Information Application (MMRIA), develop guidance for abstracting, reviewing, and using data on pregnancy-associated overdose deaths, and identify recommended approaches for prevention.
The Epidemiologist works closely with the Lead Epidemiologist, Project Manager, and the Senior Partnerships and Outreach Manager for the Building US Capacity to Review and Prevent Maternal Deaths Initiative to support project activities.
Responsibilities
• Analyze both qualitative and quantitative data from MMRIA
• Lead or co-lead qualitative and quantitative analysis webinars and in-person trainings.
• Provide distance-based and onsite technical support for selected maternal mortality review committees in analyzing and using qualitative and quantitative data collected on pregnancy-associated overdose deaths.
• Serve as lead writer and analyst on at least one publication.
• Serve as lead reviewer of toolkits or guidance documents related to informant interviews or focus group discussions.
• Contribute to additional reports and communication products from the project as needed.
• Build and manage partnerships with organizations to expand and support project work.
• Promote project at meetings and conferences as needed.

Qualifications
• A Master’s degree is required (preferably in Epidemiology, Anthropology, Psychology, or a related field); a Doctorate degree in one of the aforementioned fields is preferred
• At least two years of experience leading the analysis of both qualitative and quantitative data
• Proven ability to publish in peer-reviewed journals and present findings at conferences
• Proficient in at least one statistical analysis software program; SAS is preferred
• Proficient in at least one qualitative analysis software program; MaxQDA is preferred
