FDA Food Safety Modernization Fellowship

Description
A research opportunity is available at the U.S. Food and Drug Administration (FDA), Center for Food Safety and Applied Nutrition (CFSAN), Office of the Coordinated Outbreak Response and Evaluation Network (CORE) located in College Park, Maryland.

The FDA Food Safety Modernization Act (FSMA) aims to ensure the U.S. food supply is safe by shifting the focus of federal regulators from responding to contamination to preventing it. While prevention is key to the focus of Food and Drug Administration (FDA), each year there are numerous illness outbreaks associated with FDA regulated products. The FDA’s Center for Food Safety and Applied Nutrition (CFSAN) provides scientific, policy, and regulatory guidance to FDA in response to a contamination of a food, dietary supplement or cosmetic. This project is with CFSAN’ s Coordinated Outbreak Response and Evaluation Network (CORE). CORE works to provide a safer food supply through a systematic, science-based approach to preparedness, early detection, rapid response, and post-response investigations of human outbreaks of illness. The CORE staff work internally with colleagues across FDA and externally with Federal, State, Local, Territorial, and Tribal governments to increase the efficiency and effectiveness of outbreak/incident response, leading to even better public health protection and preventive food safety policies.

Under the guidance of a mentor, the participant will be involved in the following activities:

Research pathogens, vehicles of transmission, and contamination processes and their behavior and impact on outbreak investigations
Analyze and evaluate data (epidemiological, microbiological, investigational, etc.) to inform overall outbreak response
Communicate with various scientific, regulatory, and policy officials to assist in the prevention of such outbreaks in the future based on the information, research, and data gathered during foodborne outbreak investigations
The participant would be encouraged to participate in emergency activities as needed
Anticipated Appointment Start Date: June 19, 2019

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and FDA. The initial appointment is for one year, but may be renewed upon recommendation of FDA contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at FDA in the College Park, Maryland, area. Participants do not become employees of FDA, DOE or the program administrator, and there are no employment-related benefits.

The Homeland Security Presidential Directive-12 (HSPD-12) mandates a background check be completed for both U.S. Citizens and foreign nationals. Foreign nationals must have resided in the U.S. for at least three (3) of the past five (5) years in order for FDA to be able to complete a background check.

FDA requires ORISE participants to read and sign their FDA Education and Training Agreement within 30 days of his/her start date, setting forth the conditions and expectations for his/her educational appointment at the agency. This agreement covers such topics as the following:

Non-employee nature of the ORISE appointment;
Prohibition on ORISE Fellows performing inherently governmental functions;
Obligation of ORISE Fellows to convey all necessary rights to the FDA regarding intellectual property conceived or first reduced to practice during their fellowship;
The fact that research materials and laboratory notebooks are the property of the FDA;
ORISE fellow’s obligation to protect and not to further disclose or use non-public information.
Qualifications
The qualified candidate should have received a master’s degree in one of the relevant fields, or be currently pursuing the degree and will reach completion by the start date of the appointment. Degree must have been received within five years of the appointment start date.

Knowledge of food safety with an understanding of epidemiology, microbiology and environmental investigations

Senior Public Health Program Asc

Independently uses a specialized knowledge of, and experience, with public health principles to analyze, develop, implement, and promote solutions to public health issues/problems. Collects and analyzes data. Prepares proposals, protocols, data analysis plans, reports, manuscripts, and presentation of study findings. Addresses public health issues by providing education, technical assistance, advocacy, public awareness, and research. Works with programs or studies designed to evaluate the prevalence or surveillance of public health issues and the effectiveness of targeted interventions. Position Information:

We are seeking a highly organized Public Health Program Associate, Sr. to lead and coordinate a large Centers for Disease Control and Prevention (CDC)-funded implementation science study. The study intends to measure the effectiveness of mailing out HIV self-testing kits and providing access to Internet-based mobile prevention applications and websites as a public health strategy to increase linkage to HIV prevention (HIV pre-exposure prophylaxis, PrEP) and care (antiretroviral therapy, ART) services for Black and Hispanic men who have sex with men (MSM). The selected candidate may also work on multiple projects within our research group.

Some responsibilities for this role in this project may include:

Contribute to budget development, forecasting, and monitoring of complex, collaborative research budgets and subcontracts
Develop and negotiate project/product deliverables with expert consultants and vendors
Plan and lead meetings with internal and external staff and stakeholders

Create and develop administrative documents for human subjects research, including:
Regular reports to study funder or other governmental agency
Protocols and other human subjects materials for Institutional Review Board (IRB) and Office of Management and Budget (OMB)
Oversee and supervise multiple project staff in accomplishing their respective tasks, including:
Coordinating testing kit and specimen management and shipping to participants
Coordinating laboratory testing and return of test results for project participants
Working with mobile app developer to design and test study mobile application and databases
Managing day-to-day online participant management, including sending reminders and incentives to study participant
Liaise with and manage relationships with study colleagues at Emory and points of contact at other institutions (in particular University of Michigan, CDC, and the University of North Carolina)

GIS Project Coordinator, Senior

The Project Coordinator (Senior) is required to(1) provide high-level coordination, tracking, and reporting for activities of multi-disciplinary project groups that are responsible for the production of web-based or desktop GIS development projects;

(2) coordinate and support the definition of project scope and objectives based on user needs, GRASP GIS capacity, and a thorough understanding of business need and industry requirements;

(8) prepare or contribute to the preparation of documentation, materials, and/or consultation as required by CDC/ ATSDR policy governing processes required to design, develop, test, implement and maintain systems at the CDC/ATSDR.

Processes include NCEH-ATSDR Enterprise Planning Lifecycle (EPLC) governance and Office of the Chief Information Security Officer (OCISO) Certification and Accreditation (C&A) process;

(9) perform analysis of georeferenced datasets using established methods and techniques;

(10) produce static and dynamic map products using established cartographic protocols and standards;

(11) process, alter, and manipulate GIS data in preparation for analysis, visualization, desktop automation, and systems integration and provide recommendations to GRASP government staff regarding use of geospatial methods/techniques and the fitness of GIS datasets for particular purposes;

(12) participate in oral and written communications, as needed, to interface with the diverse and multi-disciplinary GRASP staff to obtain clarity in requirements and communicate complex GIS science and technology concepts to GRASP staff and CDC/ATSDR staff who collaborate with GRASP on various projects.

Qualifications

Qualifications Required:

·10+ years (or 5+ years with an advanced degree) of experience facilitating, coordinating, and tracking complex GIS, geospatial technology, and analytic public health projects.

·Experience organizing and coordinating multi-organizational teams and executing effective communication approaches to advance public health projects.

·Ability to adapt project coordination approach to meet the needs of the project team, project goals, CDC/ATSDR policy, and other project variables.

·Experience producing meaningful project artifacts that adhere to industry or organization-specific guidelines.

·Project reporting experience that includes generating and collating project requirements, status reports, other metrics, and/or required reports.

·Familiarity and experience with IMAGINE and the ESRI ArcGIS suite of GIS products and extensions including but not limited to ArcGIS, ArcGIS Server, and ArcGIS Online.

·Ability to work independently or as a member of a team to create thematic maps.

·Familiarity with software products such as Adobe (Photoshop, Illustrator, InDesign), Google (Maps, Google Earth), and GPS technology as well as Microsoft Office (Access, Excel, Word, PowerPoint, Outlook), Microsoft Project, or other project management software.

·Excellent oral and written communication skills are a must.

Qualifications Preferred:

·10+ years (or 5+ years with an advanced degree) of experience with GIS data formats including ESRI shapefile/personal geodatabase/file data base, and Google KML/KMZ.

·Familiarity with cartographic concepts such as symbology, visual hierarchy and color, and typography.

·Ability to support increasing the efficiency of existing workflows and assist with developing and/or enhancing tools for geospatial data collection and analysis related to public health.

Epidemiologist 1, Maryland Department of Health

Main Purpose Of Job
This position will serve as an Epidemiologist with the Environmental Health Bureau and be responsible for multiple tasks, including the application of epidemiology knowledge, skills and abilities into the implementation of Bureau services, programs, policies, and grants. This position will also be responsible for conducting data analyses, interpreting and disseminating results of epidemiologic studies for public health action.

MINIMUM QUALIFICATIONS
Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should have training in epidemiology and biostatistics, as well as strong analytical and critical thinking skills. He/she should also have training in environmental/occupational health or injury prevention.

In addition, the desired candidate should have experience using SAS software to manage data and analyze statistics of large public health data sets, with subsequent interpretation of results for dissemination to stakeholders.

Desired Knowledge and Experience

  • At least 5 years of experience as a manager in public health practice at a state or county health department with an emphasis on applied epidemiology and infection control

Applied Research and Modeling Team, Influenza Division at CDC

A research opportunity is currently available with the Influenza Division (ID), National Center for Immunization and Respiratory Diseases (NCIRD), at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

The Applied Research and Modeling (ARM) Team, Epidemiology and Prevention Branch, Influenza Division, at the Centers for Disease Control and Prevention, is seeking a motivated Master’s or Doctoral level graduate with a background in epidemiology, biostatistics, informatics, or related field. This project will offer a unique opportunity to train with a multi-disciplinary team focusing on innovative ways to gather, analyze, and disseminate public health information.

The Influenza Division provides the scientific and programmatic foundation and leadership for the diagnosis, prevention, and control of influenza domestically and internationally. The ARM team supports surveillance and research platforms that supplement our understanding of influenza transmission and severity through data analysis and mathematical modeling. The Team is particularly interested in exploring the potential utility of new and under-used data sources that could allow for better or timelier understanding of the epidemiology of influenza.

The selected candidate will primarily be involved in projects that include: (1) assisting in the coordination and visualization of influenza forecasts through the CDC-sponsored FluSight forecasting network, (2) analysis of data from the FluSurv-NET hospitalization surveillance system and use of that data to make routine estimates of influenza disease burden. The participant will also develop an understanding of how analytics and modeling support the response to seasonal and pandemic influenza.

Summer Research Fellowship, National Institute for Occupational Safety and Health (NIOSH)

The fellow will work with epidemiologists in the branch on a systematic review of the hazards of occupational heavy lifting during pregnancy led by Dr. Leslie MacDonald. The position is open to current students and recent graduates, MPH or PhD. The fellow must be willing to relocate to Cincinnati for the summer; remote work is not possible.
