Recent reviews of effort forms have revealed some effort forms certified with charges still on UTBG suspense smartkeys. Effort should never be certified with charges showing on a UTBG smartkey.  When reviewing an effort form, the smartkey description will contain “UTBG” if this is the case.  If a form has a charge on a UTBG smartkey it should be transferred off at the pre-review stage before it goes to the certifier. Failure to move charges from a UTBG smartkey may force the department to absorb costs that could have been legitimately charged to a grant.
