CSTE Applied Public Health Informatices Fellowship Reopening

We are re-opening applications for fellowship positions that start this summer. This is an exciting opportunity for recent master’s or Doctoral graduates looking to kick start their career in public health informatics. APHIF is a 2-year program where fellows work in a state or local health agency under the guidance of two experienced mentors. Fellows are matched to a host site with demonstrated capacity to provide technical training, mentorship, and opportunities for experience in the application of public health informatics in a practical setting.

Eligibility: Candidates must be US citizens and should hold a degree in informatics, biostatistics, data science, or a similar discipline. Candidates who will receive their degrees in August 2022 are eligible.  

Relocation: Fellows are matched to one host site for the duration of their fellowship. These host sites have applied through a competitive process and detailed information about the agency, learning opportunities, and projects are available on our website. These 24 sites are the only sites that are available this year and fellows will generally be expected to relocate. Sites have different WFH/in-person work expectations.

Maternal and Child Health Epidemiologist, Hawaii State Department of Health

The Hawaii State Department of Health is hiring for a Maternal and Child Health (MCH) Epidemiologist. The Epidemiologist II position is responsible for advanced (senior-level) data analysis and interpretation of population-based and program-specific data for needs assessment, program planning and policy development. The position serves as the state’s MCH Epidemiologist and provides direction for all epidemiological and evaluation studies/ research. The position is responsible for the oversight and supervision for the following grant programs: Pregnancy Risk Assessment Monitoring System (PRAMS), Title V MCH Block Grant, State Systems Development Initiative (SSDI) and Early Childhood Comprehensive Systems.

The position reports to the Family Health Services (FHSD) Division Chief. FHSD is the state Title V MCH program and includes three branches: Maternal and Child Health Branch (MCHB), Children with Special Health Needs Branch (CSHNB) and Women, Infants, and Children (WIC) Special Supplemental Nutrition Program. In addition to the grants listed above, the Division administers 14 other federal grants and several state funded programs.

The position works with minimal supervision and is provided latitude to initiate, lead, and partner on data projects to promote maternal and child health in Hawaii. Work includes assessing program data needs and developing data measures; designing and implementing surveillance and research studies; collecting, analyzing and evaluating data; communicating/publishing results; collaborating with program staff and community partners on data requests/analysis; conducting data presentations; and supporting completion of annual grant reports. The position also coordinates with other state Department epidemiologists and represents FHSD on state, regional, national committees, workgroups, and projects to meet research and data analysis needs.

The position is permanent exempt/non-civil service appointment. Minimum qualifications doctorate in epidemiology OR Master’s degree in Epidemiology/health-related field with a minimum of 2 years professional level work experience. Salary range commensurate with experience: $6,500 – $7,500 per month.

2022 Human Genomics and Public Health Fellowship Program

Multiple research fellowship opportunities are currently available in the Office of Genomics and Precision Public Health (OGPPH) and other CDC Programs in human genomics and public health and health equity.

CDC’s Office of Genomics and Precision Public Health (OGPPH) mission is to identify, inform and integrate evidence-based human genomics and precision health applications to prevent and control the country’s leading chronic, infectious, environmental, and occupational diseases. OGPPH offers a variety of initiatives and projects, while conducting applied research in a fast-paced environment. Under the guidance of a mentor in OGPPH and various Centers, Institutes and Offices throughout CDC, the participant will train on opportunities that may include

  • Contributing to projects that aim to incorporate or enhance the use of human genomics in existing public health programs, including public health surveillance and applied research
  • Participating in data analysis and evaluation of ongoing CDC initiatives in human genomics and public health
  • Conducting systematic reviews of the literature on the use of human genomics in public health

This week on #WeAreEmoryEPI, we are featuring Nita Madhav! Nita Madhav is the Chief Executive Officer at Metabiota, a company that specializes in measuring, mitigating, and managing epidemic risk. Nita is also an alum of Rollins and graduated in 2005 from the MSPH EPI program. To learn more about Nita and how Rollins has impacted her path to this role, keep reading. 

 

 
What year did you graduate from Rollins, what was your program, and what was the focus of your research/coursework during the program?

I graduated in 2005 from the MSPH EPI program, and my coursework focused on quantitative methods and infectious disease epidemiology. My master’s thesis was focused on hantavirus dynamics in rodent populations and implications for human disease risk.

 

Tell us about your current role and how your experience at Rollins impacted your path to this role and/or how it impacts your current work.

I am currently the CEO of Metabiota, a company that aims to improve the world’s resilience to epidemics by providing data, analytic tools, and expertise to companies and governments. Prior to this, I was the VP of Data Science at Metabiota, and I have spent many years working on risk modeling techniques for epidemics and pandemics. My time at Rollins was instrumental in giving me a strong quantitative foundation on which to base my work in computational epidemiology and disease analytics. It also instilled in me the importance of collaborative, whole-systems solutions to addressing global health challenges.

 

What advice do you have for Rollins students who want to pursue leadership roles in EPI or EPI-adjacent fields?

I would recommend for EPI students interested in a leadership role to break out of any silos and reach across disciplines. For example, my role today involves a lot of overlap with health policy, global health, economics, and social science, and everyone needs to speak a common language to have an effective dialogue. Being an effective leader requires not just a strong grasp of the technical aspects of the field, but also a strong background in “soft skills” such as team-building, collaboration, and earning trust. 

 

What are three fun facts that you want people to know about you?
  1. A few of my previous jobs included field studies of rodent disease ecology. For one particularly interesting project, we would trap field mice, tag them with fluorescent powder, and then release them. We would then return at night with a blacklight and track their footprints. It was amazing to see how far they roamed.
  2. People are often surprised to learn that my favorite type of music is metal. In my younger days, I frequently attended concerts, including some great ones at The Masquerade in Atlanta while I was a Rollins student.
  3. When I was an undergrad, I was a writer and editor for the Yale Scientific Magazine, and I found a passion for translating scientific and technical information for general audiences. I still use the skills I learned through that experience in my daily work.

 

 

Nita Madhav is the Chief Executive Officer at Metabiota, a company that specializes in measuring, mitigating, and managing epidemic risk. Nita has over 15 years of experience in probabilistic modeling and risk assessment, with a focus on monitoring and modeling infectious disease spread and economic impacts. Before becoming CEO of Metabiota, Nita was the Vice President of Data Science at Metabiota, where she established and led the data science and modeling group and spearheaded the team’s efforts to create a comprehensive library of modeled pathogens. Nita lives in the San Francisco Bay Area.

Data Governance Coordinator, Fund for Public Health in NYC

The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

The DOHMH Bureau of Epidemiology Services, Data Governance, and Informatics Unit seeks a Data Governance Coordinator for the departments authorized access and use of Electronic Health Records, as part of a CDC-funded Data Modernization Initiative (DMI). The goal of DMI is to streamline and improve data access and sharing within and outside of the agency by increasing interoperability and efficiencies among the agencys different data systems. HIPAA protected Electronic Health Records maintained by NYS Health Information Exchanges (HIEs), may be used for public health purpose as outlined in the Statewide Health Information Network for New York governance policies. Use of these confidential data require a governance framework. As a data-driven Health Department with expanding digital assets, we have a growing need to put the right people, processes and policies in place to protect data privacy and confidentiality while analysts use these data to deliver real-time, high-quality information on both infectious and non-infectious health risks to our constituents. The Data Governance Coordinator for electronic health records, under the Data Governance and Informatics Unit Director, will develop, implement and maintain processes and protocols ensuring the proper governance of electronic health record used for public health activities. The health department use of electronic health records is relatively new and rapidly expanding. Informatics systems to better manage data access and use and improve efficiency are being developed; such systems require corresponding governance processes and policies. This position will work closely with health department electronic health data users, DMI leads, IT developers, Legal, and HIEs suppling electronic health record data to facilitate connected, and sustainable systems that enable authorized data access and use to prevent and manage the citys public health problems.

POSITION OVERVIEW

RESPONSIBILITIES

  • Engage department stakeholders (electronic health record (EHR) data users, legal, IT and suppliers of electronic health record data-Regional Health Information Organizations (RHIO)) and assess the current EHR data governance practices to understand the state of rules and processes for access, storing and using EHR data.
  • Maintain governance tracking and communication systems, training compliance and facilitate use case audits enabling electronic health record authorized data access and use,
  • Liaise with the Health Information Exchange suppliers of electronic health record data managing access and use
  • Liaise with legal ensuring proposed use cases comply with regulations
  • Liaise with programs and IT to ensure policys regarding data lifecycle are maintained

  • Document rationale and justification for tools and services needed.
  • Schedule meetings, develop agendas, document project conversations. and follow-up on next steps to ensure completion of all tasks.
  • Prepare written materials to summarize findings for multiple audiences.
Qualifications
  • 3 to 5 years of experience working in data governance, health compliance and/or in health information and communication technology, preferably with a background in information management, HIPAA and other health privacy and security standards, public health, law and/or specialization in health data governance and its policies.
  • Bachelors or Masters degree in a relevant discipline (information management, public health, law).
  • Ability to run queries in SQL and familiarity with relational database systems
  • Advanced knowledge of Microsoft Excel formulas and functions (e.g. lookups, pivot tables, conditional formatting)

Injury Epidemiology and Data Science Fellowship

CDC Office and Location: A research opportunity is currently available in the Office of the Branch Chief of the Data Analytics Branch (DAB), Divisions of Injury Prevention (DIP), National Center for Injury Prevention and Control (NCIPC) at the Centers for Disease Control and Prevention (CDC) located in Atlanta, GA. The option for majority remote work will be considered.

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same.

DAB is comprised of four separate teams: The Economics Team, the Statistics Team, the Programming team and the Data Science Team. NCIPC’s mission is to prevent violence and injuries through science and action. DIP leads CDC’s efforts to reduce unintentional injuries and self-directed harm. DAB conducts methodological research and data analysis, addresses existing data issues and new data challenges (big, complex, non-traditional data) and develops and disseminates data, tools and applications.

Research Project: This appointment will provide an excellent training opportunity for the selected fellow to gain experience in epidemiology and data science in a public health setting focused on injury-related topics, such as suicide, drug overdose, and violence. The participant will be mentored by an epidemiologist knowledgeable in data visualization and will receive additional mentorship from data scientists. Additionally, the fellow will have the opportunity to interact with programmers, economists and statisticians on injury-related projects. 

Learning Objectives: Under the guidance of a mentor, the participant will receive practical training by participating in a variety of projects utilizing different epidemiological and data science methods, including: 

  • 1. Data Science – The fellow will receive training in conducting data science projects within the NCIPC. The fellow will assist the Data Science Team with a number of different projects including projects focused on Natural Language Processing and use of machine learning.  Examples of past projects include using machine learning models to identify opioid overdose visits in emergency department visit data and identifying alcohol-related emergency department visits. Ongoing projects includes creating an R Shiny app to facilitate text searches of emergency department visit data.
  • 2. Data Visualization – The fellow will receive training on data visualization.  An example of a recent project is creating a user interface that will automatically combine data from various injury databases to generate user-friendly infographics. 
  • 3. Mentorship and Training – The fellow will receive mentorship and training for professional development. Relevant training to advance skills in epidemiology and data science will be provided under direct mentorship of the Branch-level epidemiologist (primary mentor) and members of the Data Science Team. Data science training and additional public health courses will be accessible through CDC.
  • 4. Summary Reports, Presentations and Publications – The fellow will have the opportunity to present internally to NCIPC colleagues and externally at meetings and conferences.  The fellow will receive support to develop research ideas, analyze data and write manuscript(s) for submission to peer-reviewed journals.

Qualifications

The qualified candidate should have received a master’s degree in one of the relevant fields (Public Health, Epidemiology, Statistics, Computer Science, Data Science), or be currently pursuing the degree with completion by September 6, 2022. Degree must have been received within the last five years.

  • Experience and knowledge of statistics
  • Experience with data analysis 
  • Experience and knowledge of data science and approaches to data analysis
  • Training in epidemiology 
  • Excellent written and verbal communication skills 
 

Eligibility Requirements

  • Citizenship: LPR or U.S. Citizen
  • Degree: Master’s Degree received within the last 60 months or anticipated to be received by 9/6/2022 11:59:00 PM.
  • Overall GPA: 3.50
  • Discipline(s):
