Data Governance Coordinator, Fund for Public Health in NYC

The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

The DOHMH Bureau of Epidemiology Services, Data Governance, and Informatics Unit seeks a Data Governance Coordinator for the departments authorized access and use of Electronic Health Records, as part of a CDC-funded Data Modernization Initiative (DMI). The goal of DMI is to streamline and improve data access and sharing within and outside of the agency by increasing interoperability and efficiencies among the agencys different data systems. HIPAA protected Electronic Health Records maintained by NYS Health Information Exchanges (HIEs), may be used for public health purpose as outlined in the Statewide Health Information Network for New York governance policies. Use of these confidential data require a governance framework. As a data-driven Health Department with expanding digital assets, we have a growing need to put the right people, processes and policies in place to protect data privacy and confidentiality while analysts use these data to deliver real-time, high-quality information on both infectious and non-infectious health risks to our constituents. The Data Governance Coordinator for electronic health records, under the Data Governance and Informatics Unit Director, will develop, implement and maintain processes and protocols ensuring the proper governance of electronic health record used for public health activities. The health department use of electronic health records is relatively new and rapidly expanding. Informatics systems to better manage data access and use and improve efficiency are being developed; such systems require corresponding governance processes and policies. This position will work closely with health department electronic health data users, DMI leads, IT developers, Legal, and HIEs suppling electronic health record data to facilitate connected, and sustainable systems that enable authorized data access and use to prevent and manage the citys public health problems.

POSITION OVERVIEW

RESPONSIBILITIES

  • Engage department stakeholders (electronic health record (EHR) data users, legal, IT and suppliers of electronic health record data-Regional Health Information Organizations (RHIO)) and assess the current EHR data governance practices to understand the state of rules and processes for access, storing and using EHR data.
  • Maintain governance tracking and communication systems, training compliance and facilitate use case audits enabling electronic health record authorized data access and use,
  • Liaise with the Health Information Exchange suppliers of electronic health record data managing access and use
  • Liaise with legal ensuring proposed use cases comply with regulations
  • Liaise with programs and IT to ensure policys regarding data lifecycle are maintained
  • Work with IT project manager and Business Analyst in the development of an integrated Data Governance and Use Tracking Database and Interface
  • Inform management of electronic health record use cases, projects and governance developments to facilitate expanding use and coordinated operations.
  • Assess data governance tools available, document operational gaps and engage DMI leads and IT developers to contribute to the DMI roadmap for developing IT governance systems effecting electronic health record data use
  • Document rationale and justification for tools and services needed.
  • Schedule meetings, develop agendas, document project conversations. and follow-up on next steps to ensure completion of all tasks.
  • Prepare written materials to summarize findings for multiple audiences.
Qualifications
  • 3 to 5 years of experience working in data governance, health compliance and/or in health information and communication technology, preferably with a background in information management, HIPAA and other health privacy and security standards, public health, law and/or specialization in health data governance and its policies.
  • Bachelors or Masters degree in a relevant discipline (information management, public health, law).
  • Ability to run queries in SQL and familiarity with relational database systems
  • Advanced knowledge of Microsoft Excel formulas and functions (e.g. lookups, pivot tables, conditional formatting)
  • Proficiency in Microsoft Word, Microsoft PowerPoint, Microsoft Outlook, and Adobe Acrobat
  • Highly analytical and effectively able to troubleshoot and prioritize needs, requirements, and other issues.

The epidemiologist who occupies this position will be expected to develop an independent program of research in cancer epidemiology, focusing on one or more of the following areas: molecular epidemiology, genetic epidemiology, obesity epidemiology; to participate in the activities of Cancer Epidemiology, Prevention and Control program of the Albert Einstein Cancer Center; and to teach medical and graduate students. The Epidemiologist 1 provides assistance and expertise for conducting surveillance, investigating antimicrobial use in select AR outbreaks, and analyzing and interpreting data. Injury Epidemiology and Data Science Fellowship

CDC Office and Location: A research opportunity is currently available in the Office of the Branch Chief of the Data Analytics Branch (DAB), Divisions of Injury Prevention (DIP), National Center for Injury Prevention and Control (NCIPC) at the Centers for Disease Control and Prevention (CDC) located in Atlanta, GA. The option for majority remote work will be considered.

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same.

DAB is comprised of four separate teams: The Economics Team, the Statistics Team, the Programming team and the Data Science Team. NCIPC’s mission is to prevent violence and injuries through science and action. DIP leads CDC’s efforts to reduce unintentional injuries and self-directed harm. DAB conducts methodological research and data analysis, addresses existing data issues and new data challenges (big, complex, non-traditional data) and develops and disseminates data, tools and applications.

Research Project: This appointment will provide an excellent training opportunity for the selected fellow to gain experience in epidemiology and data science in a public health setting focused on injury-related topics, such as suicide, drug overdose, and violence. The participant will be mentored by an epidemiologist knowledgeable in data visualization and will receive additional mentorship from data scientists. Additionally, the fellow will have the opportunity to interact with programmers, economists and statisticians on injury-related projects. 

Learning Objectives: Under the guidance of a mentor, the participant will receive practical training by participating in a variety of projects utilizing different epidemiological and data science methods, including: 

  • 1. Data Science – The fellow will receive training in conducting data science projects within the NCIPC. The fellow will assist the Data Science Team with a number of different projects including projects focused on Natural Language Processing and use of machine learning.  Examples of past projects include using machine learning models to identify opioid overdose visits in emergency department visit data and identifying alcohol-related emergency department visits. Ongoing projects includes creating an R Shiny app to facilitate text searches of emergency department visit data.
  • 2. Data Visualization – The fellow will receive training on data visualization.  An example of a recent project is creating a user interface that will automatically combine data from various injury databases to generate user-friendly infographics. 
  • 3. Mentorship and Training – The fellow will receive mentorship and training for professional development. Relevant training to advance skills in epidemiology and data science will be provided under direct mentorship of the Branch-level epidemiologist (primary mentor) and members of the Data Science Team. Data science training and additional public health courses will be accessible through CDC.
  • 4. Summary Reports, Presentations and Publications – The fellow will have the opportunity to present internally to NCIPC colleagues and externally at meetings and conferences.  The fellow will receive support to develop research ideas, analyze data and write manuscript(s) for submission to peer-reviewed journals.

CDC Office and LocationTwo research opportunities are currently available in the Division of Birth Defects and Infant Disorders (DBDID) within the National Center on Birth Defects and Developmental Disabilities (NCBDDD) at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

NCBDDD’s mission is to improve the health of children and adults by preventing birth defects and developmental disabilities, and complications of heredity blood disorders; promoting optimal child development, and the health and wellness among children and adults living with disabilities.

Research Project: Participants will train within the Birth Defects Monitoring and Research Branch (BDMRB). The BDMRB conducts birth defects surveillance and research into the possible causes and long term outcomes of birth defects, intervention and prevention activities.

Under the guidance of a mentor, participant training involves some or all of the following:

  • Literature searches
  • Participation in surveillance and research projects
  • Translation of scientific research and data into consumer-focused materials
  • Development and evaluation of social media
  • Website management

Distinguishing Features: An incumbent in this class manages data and conducts epidemiological evaluations and studies in communicable and environmental diseases and general population health. The incumbent also participates in making health and risk assessments and provides expertise to health department physicians, medical professionals, other departmental personnel and environmental regulatory personnel. This class differs from that of Epidemiologist 2 in that an incumbent of the latter is responsible for work of greater scope and responsibility and may or may not supervise.

Position Branch/Team: DHDSP Epidemiology and Surveillance Branch, Small Area Analysis Team 

About the Branch/Team: The Epidemiology and Surveillance Branch (ESB), of CDC’s Division for Heart Disease and Stroke Prevention, monitors patterns and trends related to cardiovascular disease (CVD) outcomes and risks. ESB’s scientific findings and reports help the division and its partners respond to emerging health risks and promote evidence-based CVD prevention efforts. The Small Area Analysis Team conducts innovative spatial and spatiotemporal analyses of CVD outcomes and makes high-quality local-level CVD data available via a variety of online GIS and mapping tools that can be easily accessed by a wide range of public health audiences.

Duties of the Position:

· Develop and apply spatial and spatiotemporal analytic methods to examine local-level CVD outcomes and trends by sociodemographic group and community socioeconomic characteristics. 

· Develop and apply spatial statistical models that address spatial patterns in the burden of cardiovascular disease and proximity to health care resources.  

· Provide advice and assistance in the development and implementation of procedures and methods for expanding spatial and spatiotemporal analytic methods. 

· Disseminate results of analyses in a wide range of venues including summaries, peer-reviewed journals, oral presentations, web materials, and interactive applications. 

· Develop and maintain expertise and research capacity in spatial and spatiotemporal analyses of cardiovascular disease

· Work collaboratively with other teams within the Division, Center, and across the agency. 

Desired Qualifications:

· Experience developing and leading analyses of spatial and/or spatiotemporal data

· Advanced experience with statistical packages SAS and R

· Knowledge of/Experience using Bayesian statistical methods

· Experience using ArcGIS or other mapping software packages

· Experience in the management and analysis of large data sets

· Experience with studies that address social determinants of health and/or health inequities at the community level 

· Experience in analyzing and visualizing health outcomes by combining data from a variety of data sources

· Demonstration of strong oral and written communication skills, including data visualization
