CDC seeks exceptional candidates for a permanent position as an Epidemiologist GS-601-12/13 in the Detection and Response Branch (DRB), Division of HIV Prevention (DHP), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP). The work of DRB focuses on detecting and responding to HIV clusters and outbreaks, a priority activity of the Division of HIV Prevention and one of four pillars of the federal Ending the HIV Epidemic in the U.S. Initiative.

Duties and Responsibilities

The person in this position will perform the following duties:

  • Identify and analyze public health issues and their impact on public policies or scientific studies or surveys.

About the Branch/Team: The Epidemiology and Surveillance Branch (ESB) conducts innovative research on emerging and cross-cutting disease issues, including preventing excessive alcohol use, epilepsy, lupus, inflammatory bowel disease (IBD), and interstitial cystitis, and supports surveillance through Chronic Disease Indicators (CDI) and PLACES. The Analytic Methods Team advances population health by providing local and state-level data on chronic disease risk factors and conditions (e.g., PLACESCDI); applying and seeking out opportunities for innovative spatial analysis and small area estimation methods; and providing public health leadership to address specific health conditions (e.g., IBD, COPD) and other cross-cutting health conditions and risk factors.

Description of the Position: 

  • Collaborate on PLACES and ensure continuity in the availability and usability of local-level data needed to drive public health action and advance health equity.
  • Develop and apply spatial analytic methods to better understand how health measures differ within the context of community characteristics, including access and proximity to resources. 
  • Provide advice and assistance in the development and implementation of procedures and methods for expanding the team’s small area estimation approach.
  • Develop and validate small area estimation and spatial methods to examine disparities (e.g., by sex, age, race/ethnicity) to address health equity issues.
  • Disseminate results of analyses in a wide range of venues including summaries, peer reviewed journals, oral presentations, web materials, and interactive applications.
  • Develop and maintain expertise and research capacity in small area estimation and spatial epidemiology.
  • Work collaboratively with other teams within the Division, Center, and across the agency.

Desired Qualifications (not required):

  • Advanced SAS, SUDAAN, ArcGIS, and other statistical analysis software

Improving pattern discovery in the FDA Adverse Event Reporting System with Network Analysis

A research opportunity is available in the Office of Surveillance and Epidemiology (OSE), at the Center for Drug Evaluation and Research (CDER), Food and Drug Administration (FDA), located in Silver Spring, Maryland. CDER performs an essential public health task by making sure that safe and effective drugs are available to improve the health of people in the United States. As part of the FDA, CDER regulates over‐the‐counter and prescription drugs, including biological therapeutics and generic drugs. This work covers more than just medicines.

The current methods of statistical data mining are limited in their ability to facilitate the identification of patterns of potential clinical interest from spontaneous reporting systems of medical product adverse events. Network analysis (NA) allows for simultaneous representation of complex connections among the key elements of such a system and can facilitate pattern discovery.

Under the guidance of the mentor, the participant will learn how to apply NA to the FDA Adverse Event Reporting System (FAERS) to improve adverse event pattern discovery and safety signal identification. Through guided reading of published literature on methods of NA, especially as applied to document networks, the participant will gain general knowledge of NA techniques. The participant will also learn about the role of current methods of analysis of FAERS data, including statistical disproportionality methods, for drug safety assessment at FDA. The participant will also learn how to apply NA software tools to FAERS data.

Qualifications:

The qualified candidate should have received a doctoral degree in one of the relevant fields, or be currently pursuing the degree with completion before June 30, 2023. Degree must have been received within the past five years.

Preferred Qualifications:

  •   A strong background in programming for data analysis, using the R programming language

PRAMS Data Manager, Utah Department of Health and Human Services

The Utah Department of Health and Human Services, Maternal and Infant Health Program is looking for someone to manage data collection and perform data analysis for the Utah Pregnancy Risk Assessment Monitoring System (PRAMS) and the Study of Associated Risks of Stillbirth (SOARS) projects.   

The person in this position will act as a steward for Utah PRAMS/SOARS data, conduct and coordinate research projects, and draft publications. The successful recruit will provide expertise in research design, analysis, and data needed to examine issues, trends, and program evaluations. This person will design, conduct and coordinate research projects. This position works with a minimal level of supervisory control, and errors in data/recommendations may have a significant impact on the agency. 

This is a working level research consulting position, and a successful applicant must have a wide range of knowledge of assigned subject matter.  

 

Principle Duties

The PRAMS Data Manager performs the following tasks:

  • Implement  PRAMS/SOARS survey data processes according to project protocols

  • Conducts analysis of PRAMS/SOARS survey data

  • Writes or drafts technical reports, articles, or related material using PRAMS data and makes professional presentations. 

  • Assures appropriate use of PRAMS/SOARS survey data. 

  • Provides assistance to the program and office in developing research proposals and conducting analysis.

  • Grant writing and project reporting. 

  • Respond to data sharing requests

Ideal Candidate

The model candidate for this position is someone who has: 

  • Master’s degree in public health, epidemiology, biostatistics or a related field or equivalent experience to a degree in a related field

  • The ability to present data analysis in professional meetings

Research Coordinator, Albert Einstein College of Medicine

The Research Coordinator will work full-time on an NIH-funded study that is currently enrolling South African patients who have drug-resistant tuberculosis (TB). Patients are screened at the time they return to care after previously interrupting treatment, to determine if they have developed additional resistance to the drugs bedaquiline and clofazimine due to treatment interruption. This project is being conducted at multiple clinical sites across South Africa, and the Research Coordinator will visit the sites 3-4 times per year. The project is currently enrolling, with a target of 300 participants by the end of the study period. Clinical data is collected from participants during study visit interviews and from medical record abstraction. In addition, blood and sputum are collected from eligible participants at baseline, and diagnostic sputum specimens are obtained from local laboratories for study-related testing.

Responsibilities:

  • Provide principal administrative and research support to the Principal Investigator (PI) in the administration and implementation of an NIH funded project being conducted at multiple sites in South Africa.
  • Manage the day-to-day operations of the project with US- and South Africa-based investigators, data managers, study coordinator and clinical staff.
  • Work with Principal Investigator (PI) to develop and update study protocols, including the data collection tools/case report forms (CRFs).
  • Develop and maintain standard operating procedures (SOPs) for activities at each study site.
  • Develop and monitor implementation of project work plans.
  • Track screening, enrollment and follow-up data collection of study participants; prepare regular reports for the PI about participant recruitment and study-visit completion.
  • Train and supervise South African study coordinator, research nurses and research assistants to ensure compliance to all aspects of the project protocols and national and international regulations. 
  • Prepare agendas for and coordinate project meetings and phone calls. Write and distribute minutes from all meetings.
  • Partner with Einstein REDCap team to develop and maintain study databases and securely store study data. 
  • Oversee data collection by South African research staff and troubleshoot challenges that emerge. 
  • Conduct quarterly site monitoring at the international study site(s). When international travel is not possible, quality control of CRFs will be conducted from the U.S. through review of scanned and emailed documents. 
  • Assist in drafting data reports, preparing conference abstracts, and presentations related to the project.
  • Prepare and submit ethics applications, including amendments and annual renewals to the Einstein Institutional Review Board (IRB); oversee ethics applications at all relevant site IRBs.
  • Assist the PI in the management of the study budget, tracking of subcontract invoices from collaborating institutions. 
  • Other duties as assigned.

Experience and Educational Background:

  • Bachelor’s Degree in public health, clinical epidemiology or related field and 3-5 years of experience required. Master’s Degree preferred.
  • At least two years of experience collecting data for human subjects research (e.g. conducting interviews, collecting biologic specimens, extracting medical records).  
  • Experience with international research projects is preferred.

Skills and Competencies

  • As part of a team, must be able to manage multiple tasks and priorities, work independently with minimal supervision, and adhere to study protocol.
  • Advanced working knowledge of Microsoft Word, Excel, and PowerPoint.
  • Familiarity with database and statistical software (e.g., REDCap and SAS or Stata).
  • Excellent interpersonal, organizational, and communication skills; detail oriented.
  • Able to write scientific documents.

Influenza Sentinel Surveillance Epidemiologist, Georgia Department of Health

Job Responsibilities

Under supervision of the Acting Influenza Surveillance Coordinator, the Influenza Sentinel Surveillance Epidemiologist 1 will be responsible for providing epidemiologic support to respiratory disease surveillance activities including the recruitment of sentinel and enhanced influenza surveillance providers in Georgia and assisting on cross-cutting projects with internal teams at GDPH including the National Wastewater Surveillance System, COVID-19, and other respiratory disease teams.

Senior Evaluation Manager, Institute for Public Health Innovation

IPHI is currently recruiting for a Senior Evaluation Manager (SEM) to support information-based decision making, measure and improve organizational and program performance, and foster evaluation business opportunities. The ideal candidate will be experienced in non-profit program evaluation, entrepreneurial, and energized by the opportunity to build the evaluation systems and capacities of a growing regional non- profit public health organization.

The Senior Evaluation Manager (SEM) will coordinate and support public health program evaluation and monitoring activities, including evaluation planning and design, collaboration with key stakeholders, data collection and analysis, data synthesis, and report writing and presentation with a commitment to equity, utilization-focused and community participatory evaluation strategies. This requires collaborating with team members and external partners on a wide range of diverse public health projects, from direct services to broad community-level policy and systems change initiatives. The Senior Evaluation Manager (SEM) will also lead evaluation training and capacity- building efforts across the organization and with project partners. The Senior Evaluation Manager (SEM) will play a key role in supporting overall organizational performance, such as through monitoring performance associated with IPHI’s strategic plan and conducting staff and business client surveys. Finally, the Senior Evaluation Manager (SEM) will assist in cultivating business opportunities by identifying and securing evaluation service contracts and contributing to evaluation design elements of grant proposals.

In addition, the Senior Evaluation Manager (SEM) will carry out a broad spectrum of evaluation work designed to help build IPHI’s capacity to improve and communicate the effectiveness of public health programs.

Primary Responsibilities: – Coordinate or advise monitoring and evaluation activities associated with IPHI programs, in close collaboration with team members, contractors, and partners. Lead and support the design, planning, logistics, and implementation of evaluation activities, including support of strategic plan metrics and monitoring. – Lead a broad range of survey development and implementation to support organizational and program development. – Guide the development and implementation of organizational and program quality improvement processes. – Support and lead organizational and community capacity building efforts, including trainings and workshops on topics relevant to monitoring, evaluation and learning. – Support the development and implementation of a variety of monitoring, evaluation, and learning processes and outputs related to data infrastructure systems, survey-building, evaluation plans, data visualization and organizational learning. – Work with other team members to translate evaluation and monitoring findings into organizational and program improvement. – Analyze quantitative and qualitative data, interpret statistics and draft findings, including data visualization. – Clearly communicate the results of analytical work to non-technical audiences in both written and oral communication. – Write summaries, case studies, evaluation reports, literature reviews, abstracts, and other content. – Assume a lead role in writing evaluation sections of grant reports and proposals. Contribute to the development of research and evaluation business opportunities.
