Maternal and Child Health Performance Measurement, Data Analysis, and Informatics Fellowship, Department of Health and Human Services

Research Project: HRSA’s Maternal and Child Health Bureau (MCHB) is seeking an ORISE Fellow to support the activities of MCHB and specifically the Office of Epidemiology and Research (OER).  The Fellow would be assigned to OER within the Division of Epidemiology (DE).  The mission of OER is to: 1) Build data capacity at the national, State and local levels; 2) Strengthen the present and future workforce in maternal and child health (MCH) epidemiology and research; 3) Support applied research to ensure that MCH initiatives are evidence-based and reflect the state-of-the-science; and 4) Disseminate information and strengthen the evidence base in MCH.

OER plays a central role in MCHB through its support for performance measurement, data analysis, research, and evaluation activities across the bureau. Specifically, OER/DE provides technical assistance and scientific consultation to all of MCHB’s divisions and offices across the life-course of program development, implementation, management, and performance assessment.

OER responsibilities associated with performance measurement and evaluation are varied and extensive, ranging from: oversight and management of the Discretionary Grants Information System which serves as the repository for performance data for all discretionary investments; analysis and reporting of program data to support program management and organizational goals; research, identification and specification of performance measures for investments throughout MCHB; data analysis, interpretation, and presentation of performance data for multiple audiences; oversight and technical guidance around the development of logic models; and expert review and support for evaluations throughout the Bureau.  The ORISE Fellow will be mentored by a team of scientists and analysts with expertise in data, informatics, performance measurement, program evaluation, and public health to observe, learn from, and apply analytic and methodological approaches within the parameters of “real life” programmatic and policy decision making processes.    

The ORISE Fellow will support MCHB and OER activities related to data management and analysis, performance measurement, and evaluation by providing technical assistance in three key areas:

  1. Support the DGIS IT Investment Manager in building, testing, and improving self-service data access and analysis tools to more effectively display and communicate program impact across MCHB investments.
  2. Support the MCHB Performance Measurement Lead, as well as staff throughout OER/DE, in the research, development, specification, and establishment of performance measures to support program tracking and evaluation for MCHB investments.
  3. Provide technical assistance and data support to MCHB Divisions and Offices through data analysis, visualization, and related activities using software such as Tableau, SAS, and/or R.

  1. Gain first-hand exposure to and understanding of major maternal and child health investments supported by the Federal Maternal and Child Health Bureau.
  2. Support research, analyses, and synthesis of performance measurement and/or evaluation data for major maternal and child health investments supported by the Federal Maternal and Child Health Bureau.
  3. Gain experience in the day-to-day operation of a large IT system.
  4. Refine data processing and analysis skills utilizing specialized software, to include Tableau, SAS, and/or R.
  5. Gain first-hand exposure to and understanding of how Federal programs and policies are developed, implemented, and evaluated.
  6. Refine and expand written and oral communicative skills and competencies.

PRAMS Data Manager, Utah Department of Health and Human Services

Do you want to help make a difference in maternal and infant health in Utah? Are you interested in public health epidemiology and data? The Utah Department of Health and Human Services, Maternal and Infant Health Program is looking for someone to manage data collection and perform data analysis for the Utah Pregnancy Risk Assessment Monitoring System (PRAMS) and the Study of Associated Risks of Stillbirth (SOARS) projects.   

The person in this position will act as a steward for Utah PRAMS/SOARS data, conduct and coordinate research projects, and draft publications. The successful recruit will provide expertise in research design, analysis, and data needed to examine issues, trends, and program evaluations. This person will design, conduct and coordinate research projects. This position works with a minimal level of supervisory control, and errors in data/recommendations may have a significant impact on the agency. 

This is a working level research consulting position, and a successful applicant must have a wide range of knowledge of assigned subject matter.  

 

Principle Duties

The PRAMS Data Manager performs the following tasks:

  • Implement  PRAMS/SOARS survey data processes according to project protocols

  • Conducts analysis of PRAMS/SOARS survey data

  • Writes or drafts technical reports, articles, or related material using PRAMS data and makes professional presentations. 

  • Assures appropriate use of PRAMS/SOARS survey data. 

  • Provides assistance to the program and office in developing research proposals and conducting analysis.

  • Grant writing and project reporting. 

  • Respond to data sharing requests

Ideal Candidate

The model candidate for this position is someone who has: 

  • Master’s degree in public health, epidemiology, biostatistics or a related field or equivalent experience to a degree in a related field

  • Experience performing complex research and program tasks requiring independent judgment

  • Knowledge of biostatistics and epidemiology

  • The ability to present data analysis in professional meetings

  • Knowledge related to designing, conducting, and coordinating research projects, that use survey data

  • The ability to communicate information and ideas clearly, and concisely in writing

  • Have an interest in maternal and child health topics

  • At least 3 years of experience in public health, epidemiology, biostatistics or a related field

  • Proficiency in SAS or other statistical programs

  • The ability to analyze issues and reach sound conclusions

Research Coordinator, Albert Einstein College of Medicine

The Research Coordinator will work full-time on an NIH-funded study that is currently enrolling South African patients who have drug-resistant tuberculosis (TB). Patients are screened at the time they return to care after previously interrupting treatment, to determine if they have developed additional resistance to the drugs bedaquiline and clofazimine due to treatment interruption. This project is being conducted at multiple clinical sites across South Africa, and the Research Coordinator will visit the sites 3-4 times per year. The project is currently enrolling, with a target of 300 participants by the end of the study period. Clinical data is collected from participants during study visit interviews and from medical record abstraction. In addition, blood and sputum are collected from eligible participants at baseline, and diagnostic sputum specimens are obtained from local laboratories for study-related testing.

Responsibilities:

  • Provide principal administrative and research support to the Principal Investigator (PI) in the administration and implementation of an NIH funded project being conducted at multiple sites in South Africa.
  • Manage the day-to-day operations of the project with US- and South Africa-based investigators, data managers, study coordinator and clinical staff.
  • Work with Principal Investigator (PI) to develop and update study protocols, including the data collection tools/case report forms (CRFs).
  • Develop and maintain standard operating procedures (SOPs) for activities at each study site.
  • Develop and monitor implementation of project work plans.
  • Track screening, enrollment and follow-up data collection of study participants; prepare regular reports for the PI about participant recruitment and study-visit completion.
  • Train and supervise South African study coordinator, research nurses and research assistants to ensure compliance to all aspects of the project protocols and national and international regulations. 
  • Prepare agendas for and coordinate project meetings and phone calls. Write and distribute minutes from all meetings.
  • Partner with Einstein REDCap team to develop and maintain study databases and securely store study data. 
  • Oversee data collection by South African research staff and troubleshoot challenges that emerge. 
  • Conduct quarterly site monitoring at the international study site(s). When international travel is not possible, quality control of CRFs will be conducted from the U.S. through review of scanned and emailed documents. 
  • Assist in drafting data reports, preparing conference abstracts, and presentations related to the project.
  • Prepare and submit ethics applications, including amendments and annual renewals to the Einstein Institutional Review Board (IRB); oversee ethics applications at all relevant site IRBs.
  • Assist the PI in the management of the study budget, tracking of subcontract invoices from collaborating institutions. 
  • Other duties as assigned.

Experience and Educational Background:

  • Bachelor’s Degree in public health, clinical epidemiology or related field and 3-5 years of experience required. Master’s Degree preferred.
  • At least two years of experience collecting data for human subjects research (e.g. conducting interviews, collecting biologic specimens, extracting medical records).  
  • Experience with international research projects is preferred.

Skills and Competencies

  • As part of a team, must be able to manage multiple tasks and priorities, work independently with minimal supervision, and adhere to study protocol.
  • Advanced working knowledge of Microsoft Word, Excel, and PowerPoint.
  • Familiarity with database and statistical software (e.g., REDCap and SAS or Stata).
  • Excellent interpersonal, organizational, and communication skills; detail oriented.
  • Able to write scientific documents.
  • Able and willing to travel internationally multiple times per year to study sites during 2-3 week trips, to support the needs of the project.

Pathways to Practice Opportunities, Region IV Public Health Training Center

Qualitative Data Analyst, CDC Foundation

The CDC Foundation seeks a Qualitative Data Analyst to support epidemiologic and surveillance activities related to maternal mortality prevention through the CDC’s Enhancing Reviews and Surveillance to Eliminate Maternal Mortality (ERASE MM) initiative. The qualitative data analyst will contribute to increased understanding of the multi- factorial contributors to pregnancy-related deaths at the national and jurisdiction- levels, and increased understanding of opportunities for prevention of future deaths. They will lead team-based qualitative analyses with CDC staff and external partners, utilizing data from the Maternal Mortality Review Information Application (MMRIA) and the Pregnancy Mortality Surveillance System.
