The purpose of this classification is to perform public health surveillance related to COVID-19. Also manages and supervises in the administration of public health surveillance. Perform additional duties as assigned by the supervisor.

Essential Functions 

• Supervises assigned staff, planning, directing, and monitoring work, training and counseling where necessary.
• Prepares reports of data results and distributes information to all appropriate parties
• Directs epidemiological investigations related to COVID-19
• Evaluates effectiveness and offers opportunities for improvement.
• Collaborates and coordinates information with other appropriate agencies and individuals
• Prepares reports and communicates findings
• Provides consultation upon request
• Communicates with public and private groups
• Provides guidance to Contact Tracers to ensure that case interview activities are conducted, according to KCHD protocols, policies and procedures; provides ongoing refresher trainings and in a confidential manner.
• Maintain confidentiality and privacy as required by HIPAA and KCHD.

Minimum Training and Qualifications 

• Bachelor’s degree required; Master’s in public health (MPH) with epidemiology concentration preferred
• Minimum of two to four years’ experience in Health Surveillance, Community Assessment and Planning, and/or conducting evaluative, scientific, and epidemiological studies
• Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position

Specialized Knowledge 

• Proficiency in data analysis and use of statistical analysis software (SAS preferred) required
• Must be proficient in Windows OS and Microsoft Office

Children’s Mental Health Epidemiology and Prevention Fellowship, CDC

Description 

Two fellowship opportunities are currently available with the Child Development and Disability Branch (CDDB) of the Division of Human Development and Disability (DHDD), National Center on Birth Defects and Developmental Disabilities (NCBDDD) at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

NCBDDD seeks to promote the health of babies, children, and adults with disabilities. The work of NCBDDD includes identifying the causes of birth defects, developmental disabilities, helping children to develop and reach their full potential, and promoting health and well-being among people of all ages with disabilities. NCBDDD has three Divisions that carry out this mission: Division of Birth Defects and Infant Disorders (DBDID), Division of Human Development and Disability (DHDD), and Division of Blood Disorders (DBD).

These two opportunities are available within DHDD’s Child Development and Disability Branch (CDDB). DHDD leads inclusive programs to optimize the health and development of children and adults with, or at risk for, disabilities. Moreover, major priorities of the Division include a) identifying and reducing disparities in key health indicators (obesity, tobacco, etc.) among persons with disabilities; b) improving developmental outcomes of children; c) ensuring that all newborns are screened and assessed for hearing loss and receive appropriate intervention; and d) reducing disparities in health care access for persons with disabilities.

Under the guidance of mentors of the Child Development Studies Team, the selected participants will have the opportunity to train on projects related to children’s mental health and early childhood development.  The projects and activities may include: conducting analyses related to the identification and diagnosis of children’s mental disorders, associated treatment, costs of service utilization, and other factors related to the epidemiology of children’s mental disorders, with a concentration on attention deficit hyperactivity disorder (ADHD) and Tourette syndrome.

Training may also include implementing programs related to children’s mental health, neurodevelopment, and overall child development. The participants will also be able to gain experience developing summaries of new literature, abstracts and manuscripts for publication in peer-reviewed journals, and presentations at professional meetings. Throughout the fellowship, the participants will have opportunities to collaborate with internal and external scientific researchers, partners, and healthcare providers. The activities associated with this fellowship will include assisting the Child Development Studies team’s efforts to describe aspects of public health impact associated with healthy child development and children’s mental health.

Preferred Qualifications 

• Experience in analysis of national survey data, administrative claims data, primary data collected using a complex sampling design, and/or longitudinal data
• Strong written and oral communication skills
• Experience in literature reviews
• Familiarity with research methods and communications
• Awareness of issues related to children’s mental health, its assessment, and measurement

Infectious Disease Program Manager, CSTE

Organization Description

For more than six decades, the Council of State and Territorial Epidemiologists (CSTE) and the Centers for Disease Control and Prevention (CDC) have worked together in partnership to improve the public’s health by supporting the efforts of epidemiologists working at the state and local level by promoting the effective use of epidemiologic data to guide public health practice and improve health. CSTE and its members represent two of the four basic components of public health – epidemiology and surveillance. CSTE, as a member-based organization, represents the interests of applied public health epidemiologists working in state, local, tribal, and territorial settings to improve the public’s health through effective epidemiology and surveillance. Position Description

Under the supervision of the Senior Director of Programs and the Deputy Director of Programs, the Manager of Infectious Disease Program is a policy-oriented but technically grounded position. The Manager of Infectious Disease Program will be responsible for the supervision of infectious disease program specific team members and overall management and administration of the program’s projects and portfolios. The Manager’s activities will consistently reflect priorities as defined in the Council’s Strategic Plan. This position will oversee projects and portfolios in topical areas including, but not limited to, advanced molecular detection (AMD) technologies, enteric diseases, healthcare-associated infections, influenza and respiratory diseases (including COVID-19), viral hepatitis, HIV, One Health, sexually-transmitted diseases, and vector-borne diseases. Applicants should have a strong background, interest, and demonstrated knowledge in infectious disease epidemiology and surveillance. Prior experience with supervision and program management are strongly preferred.    

Essential Duties and Responsibilities

• Assist the Senior Director of Programs and the Deputy Director of Programs in the management and administration of infectious disease projects and portfolios.
• Provide strategic and technical oversight to projects assigned to the Infectious Disease team, including but not limited to projects associated with advanced molecular detection (AMD) technologies, enteric diseases, healthcare-associated infections, influenza and respiratory diseases (including COVID-19), viral hepatitis, HIV, One Health, sexually-transmitted diseases, and vector-borne diseases.
• Directly supervise work of Infectious Disease team members along with the ongoing enhancement of their professional expertise and professional development, in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and training employees, directing work, addressing complaints and resolving conflicts, managing various supervisory approvals, and conducting performance evaluations, among other duties.
• Manage cooperative agreements and monitor financial aspects of the projects assigned to the Infectious Disease team, including review and approval of purchase orders and invoices, compliance with procurement policies for contracting and funding opportunities, development of grant proposals and progress reporting, and monitoring of progress of grant-funded activities and deliverables.
• Advise the CSTE Board, Executive Director, Senior Director of Programs, and the Deputy Director of Programs on issues of critical national, regional, or international significance.
• Advise the Executive Director, Senior Director of Programs, and the Deputy Director of Programs on resources needed to accomplish the goals and objectives of the Infectious Disease Program and investigates mechanisms to secure those resources.
• Identify, solidify, and maintain strong partnerships and collaboration with external stakeholders.
• Support CSTE members’ efforts to establish national standards for infectious disease surveillance and epidemiology.
• Continually communicate with Infectious Disease Steering Committee members on infectious disease epidemiology and surveillance issues of national significance via email communications, conference calls, webinars, monthly newsletters, among other avenues.
• Develop and plan, in conjunction with relevant CSTE Committees or Task Forces, such conferences as are considered appropriate to promote enhanced interaction between the public health and topical issue communities, focusing on issues which impact epidemiologists.

Qualifications and Employment Requirements

• Graduate degree in public health focusing on health policy and epidemiology from an accredited university is required, preferably with a concentration or coursework in infectious disease epidemiology or surveillance
• Minimum of 6+ years of experience and/or demonstrated knowledge in the field of public health surveillance, epidemiology, and/or infectious disease is required
• 2+ years of supervisory experience, including program development and management is strongly preferred
• Project management experience is required, including demonstrated capability to work on concurrent projects with overlapping deadlines, the ability to manage time effectively, and the ability to accommodate urgent tasks in addition to normal workflow.
• Strong written and oral communication skills, including the ability to effectively describe complex concepts in easy-to-understand language, present information to a wide range of audiences, and maintain strong working relationships with diverse groups
• Knowledge and understanding of federal, state, and local public health agencies and essential public heath functions
• Ability to effectively plan, organize, direct, control, and execute work with limited supervision and within established timeframes and budgets
• Strong critical thinking and decision-making skills
• Strong computer literacy skills
• Consensus building and meeting facilitation experience
• Ability and willingness to travel, if required.

At-Risk Populations in Emergency Response Fellowship, CDC

Description 

A fellowship opportunity is available in the Office of Science and Public Health Practice (OSPHP), Office of the Director, within the Center for Preparedness and Response (CPR) at the Centers for Disease Control and Prevention (CDC) located in Atlanta, Georgia. CPR integrates science into CDC’s public health emergency preparedness and response activities. OSPHP is committed to increasing scientific contributions to the preparedness and response knowledge base as well as promoting the translation of science to practice.

Due to COVID-19 restrictions, this fellowship currently requires full telework. However, the fellow will be expected to report to campus when the current telework policy is rescinded in light of improved COVID-19 epidemic conditions in Georgia. The candidate must have reliable access to a high-speed internet connection in order to fulfill the duties required of the fellowship, including regular virtual meetings, webinars, and access to the CDC virtual network.

Previous emergencies have shown that certain groups of people face disproportionate risks during and after public health emergencies. At-risk and vulnerable populations are groups of people who may not be able to access and use the standard resources offered in emergency preparedness, response, and recovery. Throughout the course of this research project, the participant will have the opportunity to assist OSPHP in understanding and advocating for the needs of at-risk/vulnerable populations in an emergency. This will include organizing meetings, workgroups and trainings, reviewing and/or contributing to presentations and papers, and synthesizing or collaborating on preparedness and response-related projects. The participant will also have opportunities to prepare and deliver written and oral briefings on the results of such research and analysis.
