Epidemiologist, Carter Center

Summary 

The Epidemiologist provides technical and scientific expertise for monitoring the status of malaria and lymphatic filariasis (LF) elimination in Haiti and the Dominican Republic. The Epidemiologist maintains direct communication with and travels to program countries to support activities, meetings, and program oversight. This position is Atlanta-based with international and domestic travel required approximately 25% of the time. The Epidemiologist will report to the Director of the River Blindness, Lymphatic Filariasis, Schistosomiasis and Malaria Programs. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required. 

Job Description 

• Provides technical and scientific expertise for programs in the areas of communicable disease, chronic disease and environmental epidemiology.
• Designs, conducts and reports on the epidemiological study of diseases, collects and analyzes data and develops health education materials.
• Manages and participates in investigations and surveys that have national and international impact.
• Conducts program research and prepares operational and statistical reports.
• May write publishable articles and papers.
• Serves as a liaison to and works with other groups and organizations participating in related programs.
• May travel internationally to supervise field operations.
• Performs related responsibilities as required.

Minimum Qualifications

A doctoral degree in a field related to area of research or an equivalent combination of education, training and experience. International travel required.

Preferred Qualifications

• A doctoral degree (PhD, MD, DVM) in epidemiology, statistics, medicine or a related public health field.
• At least five years of experience, including working in international settings.
• Strong quantitative skills (Excel) and proficiency in statistical software (Stata, R, or SAS).
• Strong writing and communication skills and competency with Microsoft-suite computer applications (Word, Outlook, PowerPoint).
• Demonstrated record of scientific publication.
• Fluency in French or Spanish.
• Experience in program implementation for malaria, LF or neglected tropical disease (NTD) control/elimination.

NOTE: This role will be granted the opportunity to work from home temporarily during the COVID-19 pandemic, with intent to return to the Atlanta HQ Offices in the future.

Tuberculosis Strategic Information Technical Advisor, Public Health Institute

Opportunity Description

GH serves as the Agency’s primary source of technical expertise, leadership, and donor coordination for the health sector.  Through its staff of approximately 456, GH provides critical support to USAID missions and field programs in more than 80 countries.  USAID obligated $5.75 billion during fiscal year (FY) 2015 for health programs, including 48 percent or $2.76 billion through GH centrally designed and managed programs (including Presidential Initiatives, global partnerships, and field support).  The GH Bureau comprises seven technical and support offices, one of which is the Office of Infectious Disease (ID).  The Tuberculosis (TB) Division provides technical leadership, project management, country support, and support agency requirements to lead the US Government’s (USG) international TB program.

The TB Division strategically directs the financial and human resources to achieve the USAID Global Accelerator to End TB, USG global TB strategy as well as the USAID implementation plan goals and objectives. The TB Division provides support through prevention and care programs in countries implementing USAID supported TB activities, focusing on accelerating detection and treatment of TB, expanding prevention and treatment of multi-drug resistant TB programs, scaling-up of TB-HIV integration, and developing TB service delivery platforms.   The Division manages USAID’s TB research programs to identify new and improved drug regimens, other technologies to prevent and treat TB, and improved approaches to implementing TB programs.  The TB Division represents USAID and the USG in international fora as well as leads international TB activities for the USG.

The Tuberculosis SI Technical Advisor (Advisor) will serve in the Bureau for Global Health’s Infectious Diseases Office, within the Tuberculosis Division (GH/ID/TB) and will support the TB Team. The Advisor will aim to strengthen the SI with a particular focus on improving the country-level data transparency, quality, and use in USAID’s priority countries and other countries where USAID contributes to and provides technical assistance. They will provide technical expertise on SI consistent with the USAID’s Global Accelerator to End TB, US Government Tuberculosis Strategy, National Action Plan on MDR-TB, USAID’s technical implementation approach, and other international policies and guidelines. This will include mapping and analyzing current SI related interventions for USAID/TB supported, developing models of best practices, and supporting the implementation and improved quality of SI interventions.

Job Requirements

The Advisor will work as part of a team to identify gaps in TB SI and reporting gaps and provide technical assistance to support countries and USAID Missions. The Advisor will support a small team with the analysis, interpretation, and dissemination of TB-related data, that will facilitate decision making among USAID stakeholders. The Advisor will proactively analyze data; develop data packages, reports, and slide decks for global and country levels’ performance and provide SI support to the USAID/W TB team, TB country backstops and TB Missions.  S/he will support local governments, project staff, and local partners in the implementation of the latest SI technical guidance and related issues.

Essential Duties and Responsibilities:

The Advisor will support the TB Division’s efforts to ensure effective TB SI reporting and surveillance strengthening through technically sound approaches. The primary responsibilities of the Advisor include:

• Strategic SI TB technical support to USAID/GH/ID/TB
• Strengthened SI programmatic guidance and expertise to USAID’s country-level implementation on the Accelerator to End TB

Minimum Qualification Requirements

• Masters’ degree with 5 years’ experience or Bachelor’s degree and years’ 7 experience or higher
• Minimum of 5 years of professional experience with two or more technical disciplines (such as TB, HIV/AIDS, Malaria, Monitoring and Evaluation, public diplomacy, project management, etc), job duties/responsibilities related to PD requirements
• Minimum five (5) years in international affairs or relevant field, with at least three (3) years of that experience in an international or resource-challenged setting.
• Excellent interpersonal, oral, and written communication skills.
• A strong team player with the ability to work in a fast-paced environment under tight deadlines while producing quality content.
• Ability to travel internationally (25%).
• US Citizenship or US Legal Permanent Residency required.

Desired Qualifications

• Demonstrated experience in public health SI strategy, program development, and monitoring of quality programs, preferably in international settings.
• Knowledge of and familiarity with US Government health programs.
• Knowledge of and/or experience working with global health community stakeholders including multilateral organizations, technical agencies, and other key partners, and the ability to establish effective relationships among a wide range of partners.
• Proven ability to work in resource-challenged settings with governments, local partners, and communities

CHAMPS ORISE Fellowship, CDC

Description 

A fellowship opportunity is currently available in the Infectious Diseases Pathology Branch (IDPB) within the Division of High-Consequence Pathogens and Pathology (DHCPP) of the National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

Throughout the course of this research project, and under the guidance of a mentor, the fellow will gain experience by receiving training in following:

• Triaging incoming cases and test requests from sites
• Assisting in organization, scheduling, and content development for in-country histopathology, special stain, and IHC training sessions
• Grossing’s wet tissues, photograph and upload photos to database
• Transferring data from CHAMPS portal to IDPB files and database, and vice versa
• Attending histopathology review sessions and provide case data at appropriate times during evaluation of slides (age before, clinical/lab data afterwards)
• Assisting pathologists in ordering tests in database, as needed
• Generating spreadsheets and CHAMPS summary data from IDPB Access database or other files. Using spreadsheets to perform basic data analyses upon request.
• Together with site representatives, schedule and organize telepathology sessions.
• Preparing case summaries in preparation for telepathology.
• Preparing preliminary telepathology reports after sessions and upload final report to CHAMPS portal after review/revision bypathologists.
• Slide scanning and management of digital images for CHAMPS cases. 

Qualifications 

The qualified candidate should have received a master’s degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.
